1969-1986: Founder, Chief Executive Officer, and Principal Investigator, Kamehameha Early Education Program (KEEP), Center for Development of Early Education, Kamehameha Schools/Bishop Estate, Honolulu. Overall staff = 200, 5 research departments, research staff = 42, two elementary schools (population = 600), field sites in five public elementary schools, annual operating budget = $5 million average.

1968-1973: Founding Director of The Clinical Training Program, University of Hawaii at Manoa Psychology Department. Hired all faculty, recruited all students, designed entire curriculum, and operated the program for four years until its full accreditation by The American Psychological Association.

1964-1966: Field Selection Officer, Peace Corps (Washington,D.C. office). Responsibilities: organize and administer assessment and selection procedures and operations of Peace Corps training programs at several campuses, including The University of California at Berkeley, Dartmouth College, University of California at San Diego, New Mexico State University, Morehouse College, and Universite de Laval (Quebec).

1967-1968: Assistant Director for Program, Southern Arizona Mental Health Center (one of 5 original demonstration Community Mental Health Centers established by the Kennedy administration). (Staff = 70, training institution for several professions, sole treatment facility in southern Arizona.

1964-1968: Founding Executive Director, The Psychological Clinic, University of Arizona.
